Directive Implementation (2009/23/EC)

 

Terms of Reference:

To consider and provide guidance on Directive 2009/23/EC, and Directive 2004/22/EC with regard to Automatic Weighing Instruments (AWIs) and Multidimensional instruments, to facili-tate all aspects of implementation apart from inspection, enforcement and reverification.

To consider and provide guidance on weights, Directive (71/317/EEC, 74/148/EEC).

To similarly support the WELMEC Type Approval Agreement for those AWIs falling outside of Directive 2004/22/EC.

WG 5

Metrological Supervision

Terms of Reference:

  • Establish confidence of all stakeholders in legal metrology provisions, by supporting the co-operation between WELMEC Members, to promote equivalent, effective and sufficient levels of metrological supervision across the EU.
  • Promote and organise the exchange of information and guidance on metrological supervision matters, including market surveillance and field inspection, between WELMEC Members.
  • Provide the means for dialogue with representatives of consumers, trade, industry and the commission.

Units of measurement.
Regulation on market surveillance to be included in the work programme.

WG 6

Prepackages

Terms of Reference:

  1. Come to a uniform application of the directives and regulations relating to:
    • prepackaged products;
    • nominal quantities,
    • packaging
    • sampling.
  2. Establish a platform for exchange of information on all matters relating to the sale of prepacked1 products sold by quantity (either under European or national legislation);
  3. As experts, give advice to the Commission on aspects to be considered in new and existing legislation relating to prepackages;
  4. Give opinions to Competent Departments; Packers and Importers on various practical issues relating to prepackages and other prepacked products.
  5. Produce practical guidance on checking products in the marketplace for compliance to European legislation on prepacked product.

Terms of Reference:

To harmonize type approval practice and equivalent conformity assessment
procedures with respect to software that is critical for the metrological
characteristics of a measuring instrument by

  • developing and updating respective guidance for any party involved
  • considering state-of-the-art and upcoming technologies on the basis of European Directives (Measuring Instruments Directive and Directive 90/384/EEC), relevant International Standards and OIML

Measuring Instruments Directive

Terms of Reference:

The following terms of reference have been adopted for WELMEC WG 8 during the 20th WELMEC Committee ( Casta Papiernicka 13 – 14 May 2004) :

General application of MID , except market surveillance (scope of WG 5) and exchange of information (ad hoc group), in particular with a view to establishing guidance documents on :

  • conformity assessment modules,
  • appointment (criteria) of notified bodies,
  • operation of notified bodies.

 

In addition , WG 8 will take into account :

  • the definitions of MID and OIML (clarification where differences appear between MID and OIML vocabulary),
  • the organisation of MID implementation workshops.

The here under specific aspects in relation with MID are not in the scope of WG 8 but are dealt with by the following WELMEC WGs:

WG 8 Subgroup

WG8 Subgroup Taximeters

Terms of Reference:

The subgroup Taximeters works on the harmonisation of the core-taximeter according to MI-007 itself (e.g. wordings, interfaces) and in addition of the taximeter installed in a vehicle (e.g. distance signals, additional devices). The subgroup collects problems concerning taximeters according to MI-007 and taximeters installed in a vehicle. The subgroup discusses these problems, agrees on solutions and lists the agreed solutions as a WELMEC-guide for taximeters. The subgroup Taximeters has been established as a subgroup of WG8. The work bases on meetings of the subgroup members and on inquiries to all countries via WG8, and also to interest groups if appropriate.

WG 10

Measuring Equipment for liquids other than water

Terms of Reference:

To consider and provide guidance on Directive 2004/22/EC and the related normative documents or harmonised standards with regard to measuring systems for continuous and dynamic measurement of quantities of liquids other than water, to facilitate all aspects of implementation apart from inspection, enforcement and re-verification.

To consider and provide guidance on measuring instruments / systems falling outside of Directive 2004/22/EC, being covered by OIML International Recommendations:

  • R105 (all parts) “Direct mass flow measuring systems for quantities of liquids”,
  • R81 (all parts) “Dynamic measuring devices and systems for cryogenic liquids”,
  • R80 (all parts) “Road and rail tankers with level gauging”,
  • R139 (all parts) “Compressed gaseous fuel measuring systems for vehicles”, and/or “Compressed hydrogen fuel measuring systems for vehicles”.

Terms of Reference:

Support of a harmonised European approach towards legal metrology issues with regard to utility meters, in particular:

  1. Support of the implementation, coherent application and interpretation of Directive 2004/22/EC (MID)
  2. Support of the introduction of new metering techniques under the scope of the MID
  3. Development of proposals for matters in respect to scope and application area of MID
  4. Support of other Working Groups of WELMEC and other organisations in respect to utility meter issues
