About the Croation State Office for Meterology
The Croatian State Office for Standardization and Metrology was reorganised in 2005 into 3 institutions:
- State Office for Metrology (DZM) - governmental body which also performs activities of the National Metrology Institute
- Croatian Accreditation Agency (HAA)- public institution
- Croatian Standards Institut (HZN) - public institution.According to Article 2 of the the Law on Metrology (Official Gazette No 163/03), the main aims of the Law are:
- making the system of legal units of measurement uniform with the International System of Units
- establishing the system of national measurement standards and ensuring their traceability to international measurement standards
- establishing metrological uniformity in the Republic of Croatia and credibility of measurement results performed for the purpose of consumer protection of lives, health of persons and animals, environmental protection, general safety and protection of natural resources
- adopting and implementing metrological regulations.
The State Office for Metrology has 114 employees who are located in Zagreb, Osijek, Split and Rijeka. A new Regulation on the DZM internal organization is in the process of drafting and it will be sent to the Government for adoption during 2006. Amendments to the Law on Metrology, particularly regarding NMI, should be drafted the next year.
The Republic of Croatia is a member of the following international and European metrological organisations:
- OIML- full member since 1998
- BIPM - corresponding member since 2005
- EUROMET- full member since 2005
- DUNAMET- full member since 2000
- WELMEC- an associate member from May 2006.
The State Office for Metrology performs a role of the National Metrology Institute with a distributed system of laboratories:

In the area of legislative measures, there are a several number of ordinances which have been passed or they are in the process of drafting:
- Ordinance on Non-automatic weighing instruments (Directive 90/384/EC)- passed in 2005;
- Ordinance on prepackages and bottles used as measuring containers (Directives 76/211/EEC, 75/106/EEC, 75/107/EEC, 80/232/EEC) –passed in 2005;
- Ordinance on measuring instruments (Directive 2004/22/)- should be passed by the end of 2006;
- Ordinance on measurement units (Directive 1980/81/EEC)- should be passed by the end of 2006.
The other relevant directives, such as 1971/317/EEC, 1971/347/EEC, 1971/349/EEC,1974/148/EEC, 1976/765/EEC should be transposed until the end of 2006.
The State Office for Metrology is a beneficiary of the following projects which are financed by the European Commision: CARDS 2001 - ”European Union Industrial Standards” CARDS 2003 - “Development of accreditation systems and support to national testing and calibration laboratories in Croatia” and „Investment for national measurement laboratories (electrical quantities, length and density)” CARDS 2004 - “Assessment of national priorities for metrology and conformity assessment” and “Development of National Metrology, Standardisation, Conformity Assessment and Accreditation System” CARDS 2002 - “Regional Programme on Quality Infrastructure”.
